April has signed the “International Principles on the Application of Human Rights to Communications Surveillance” (here is a summary of the 13 principles).

These 13 principles, formulated by a group of international experts, provide an evaluation framework for the civil society, industry, and States to help determine whether surveillance laws and practices in a given country are consistent with human rights. The document was prepared by Privacy International, Access, and the Electronic Frontier Foundation (EFF).
